Dragon fire sheild

Ok so i was at the green dragons and i got draconic visage form them, i got it also from the KBD so i have 2 of them. When i examine it it says "with 75 smithing i can turn this into a dragon fire sheild" so i got 75 smithing and im not sure how to turn it into a dfs? i actually got 77 smithing just incase there were a small erorr or something but it doesn't work, i had a hammer, the visage and an anti-dragonfire sheild, i was at the anvil but nothing happens when i click on them or click them onto the anvil. Can you fix this glitch or just let me trade my visages for the dragonfire sheild?

Yes, Its probably be a glitch that has to be fixed.
Ruyuk might give you a DFS for it idk though.
